Technically, that's true.  It should be called the fingertip ball, because the knuckles don't actually make contact.

A true knuckleballer, er, fingertipballer should also generate lots more PB by the catcher -- remember the standard advice for how to catch that pitch... "wait til it stops rolling, then pick it up."
