Which is better strategy for drafting your team when you have a low salary cap?

depends on many things.  Partial season players are often superior for lower salary caps due to the inflated salary caused by high minutes.

My worst sin has always been neglecting usage off the bench.  That partial Shaq/Heat season fixes that pretty well.

ashamael- I agree. I have Allen Iverson and Rasheed Wallace in years they got injured. The problem is their health going down quickly.
I like drafting well rounded players or players that exell in a certain area. Then I draft a really good player who can score. (A.K.A. Wilt Chamberlain)

experimenting again with "too much" usage.  Trying to get turnovers down by not hitting the individual penalty.  Will update once at least half the season has gone by.

Hypothesis:  It will help but not by much.

I just submitted a team with all players between 22.7 and 27.9 usage (besides three junkers). Kinda high on the usage side, but pretty consistent. Everybody at four usage points except Timmy at 6. I'm predicting 81-1 (jk).

I am predicting a severe lack of rebounding.  While assists are nice a lack of defensive rebounding hurts you against those who load up on offensive boards.  A pure board hoarder like Rodman or Wallace would have made this team great.
