I don't understand how the minimum roster requirement stops someone from using up all of their money? Also, most teams have a number of players sitting in RL that can be promoted to fill other slots.
The minimum appears to be shut off for RL and if a team runs out of money they won't be able to fill that roster....even after the draft.
I guess I don't see how the minimum roster requirement hindering promotions/demotions before the season starts is liable to cause any more problems than already exist.
Now, the only way you can get under the minimums is FA/retirements, and at the very least you can't make things worse by moves. If you waive it altogether, there's nothing stopping someone from all but emptying out a level, and when the restriction comes back in, the only consequence is they can't move anyone else out. I'd be all for this if there was also added a good way to enforce compliance after the limit comes back, otherwise I would prefer to leave as is. I just promote from the bottom up, since the rookie league doesn't have the limit.
