He's a replacement-level type pitcher. I'd only bid on him if it was the end of the season and I had unspent prospect budget that had no better way of being spent.
Splits of 58/50 are very mediocre. Particularly the vsR split of 50. Keep in mind, in most worlds your pitchers will be facing 60-65% RH batters, so the vsR split should be weighted a little higher when evaluating pitchers. I've seen pitchers with splits that low be marginally effective, but they would need to be backed up by extremely good control and pitches. This guy projects to average control for an effective ML pitcher, and while the P1-P3 pitches as a set are OK, the lack of a P4 (and P5) hurt him.
