I would love to start or join a league in it's first season.

How do I go about doing that?

You can't, unfortunately.  There are too many older "leagues" that have open spots; it doesn't make sense to make a new league until there's a demand for it.

Supply far exceeds demand right now.

Starting a new world from scratch is overrated.  Just join an existing world with openings.  It'll be new to you.
