In the past, the WC winner played the division winner with the best record, unless they were from the same division.

Is that rule still in effect? e.g., if ATL beats STL in the one-game playoff, will they play WASH or CIN?

WC winner plays the division winner with the best record, regardless of division.  So we could see ATL-WAS.
