I dunno.  I don't see why that can't be enforced.  MWR are enforced by not allowing a player back the following season.   All private worlds that go public revert back to private, so the commish would have control over who returns the following season

or administration could make it clearer that the PRIVATE LEAGUES listing is a list of PRIVATE LEAGUES with OPENINGS, which it presently does not do.  Or refer new players to the private worlds by citing some of the advantages of being in a private world.
