So far I've scouted 5, and none look like ML prospects to me. Are potential ratings likely to increase or will they stay put for the most part?

Most internationals are not ML prospects.

Think of it in terms of the draft.  You see 500+.   10-15 are studs.  Another 20 are good BL ballplayers.  The next 35 are good role players.    IOW, 15% of them can be BL players.

I always first look at demands. If there demands are less than $1M, 99% of the time it's not even worth looking at their ratings.
