I absolutely agree with this observation. I had a PG a few seasons back on my D2 Iba team that is top 10 all time in assists in D2 Iba. He is a player a lot of coaches would have never recruited because he had low ATH and DE, especially since I run a M2M defense, but he was a fantastic D2 PG. When he started his ratings were:

He averaged 5.1 assists per game to just 0.8 turnovers per game for his career. Our offense was SIGNFICANTLY more efficient with him in the game then when he wasn't. He made our whole offense a lot better and he really didn't hurt us too much on offense. I firmly believe (especially if you run the triangle) that SPD and P are the 2 must-have attributes in a PG and BH is high on that list too.
