Does anyone know for sure if players that were not scouted (at all or partially) can have any of the signabilities?

"Unknown. He wasn't scouted well enough."

"The signability issues can be broken down into 3 groups: signable, questionable and doubtful." (Probably won't, Undecided, May, Will if, Will)

If you're drafting a "not scouted" high enough for it to matter, I'd say there's something fishy going on.
