Back again in 2013 with some different twists.  Here are the rules:

All hitters must combine for at least 200 HR, 300 SB, and 900 K (excluding hitting stats for pitchers).

Anyone who plays Catcher must have an arm of D-, D, or D+.

All teams will use the DH and play in Coors.

Each pitcher must have at least 9 K/9 and 0.50 HR/9.

No clones, WW, AAA, or Trades.  The league will be randomly realigned one time once it is full.

$140M Cap

It was $160 last time with different limits for pitchers and hitters.

I don't play Coors very often. What kind of PA/IP minimums are you expecting? 

kriz, IP needed will usually vary depending on the quality of defense even with the higher than normal K/9 for the pitching staffs.  But, with a $140M cap, you're not facing a lineup of Ruth/Bonds/T. Williams unless someone wants to have weak pitching or big holes elsewhere in the batting order.  And, starting rotation strategy can also determine how many IP you need.
