The WIBL Progressive has been running for 31 seasons, starting in 1969.  We just finished the 1999 season, but need 2 new owners to take over.

Team 1 was babysat in 1999 after the original owner disappeared.

Team 2 had a solid owner for the past 4 seasons.  They were 1996 Champs and have been competitive every season since.

DH- in American League ONLY,12 game crossover + World Series.

4 Drafted AAA are allowed to be used -  computer generated AAA are NOT allowed to be used
AAA draft will follow the regular draft (See AAA Draft Rules below)

Draft picks can be traded up to 1 Season in advance.
Ex.- During the 1995 season, teams may trade their 1996 draft picks.  1997 picks cannot be traded until the 1996 draft is underway.

Draft Order is set at game 120- worst record to best.
30 win minimum by game 120.

Draft Order Tie-Breaker Rules-
Head-to-Head Results. Season Series Loser gets higher pick.
If season series is tied, H2H run differential is used. Lowest runs scored gets the higher pick.
If Head-to Head Record and Runs Scored in the season series are STILL tied, the team with the best home winning % at the 120-game mark will be given the higher pick.

AAA Draft Rules
The AAA Draft will occur after the regular draft has reached the end of its schedule.
A minimum of two (2) days will be given between the end of the regular draft and the AAA draft to allow for missed picks to be made.
The AAA Draft will consist of two (2) rounds, with each team selecting two (2) players in each round.
The draft order for the AAA draft will be worst to first, or the same as round 2 and later.
If a team chooses not to draft AAA players, they are limited to their 25 man roster for the upcoming season.  They will not be allowed to use ANY AAA players.
Teams will forfeit any win in which ineligible AAA players were used.

Off-Season Draft
After each season, the league will hold its First Year Player Draft.  This draft will also include undrafted players from the previous season, and all players cut from their team after the preceding season.

You may keep up to 25 players each season, including AAA players.  If you choose to keep 25 players, you will not receive a pick in the regular draft.  You will still participate in the AAA draft that follows the regular draft.

The draft order will be set at Game 120, with the worst record getting the #1 pick, and the best record getting #24.  In order to qualify for #1, your team must have won a minimum of 30 games by the 120-game point.  Failure to meet this requirement will drop your pick to no better than #4 (in the event that 2 or more teams fail to reach the minimum wins goal).

Available Player List
Once all keeper lists have been turned in, the commissioner has the duty of removing all rostered players from the player pool and providing a list of all available players for that season's draft.

While it is the commissioner's duty to provide said list, it is the duty of each owner to review the list, ensuring that none of his "keepers" are listed as "available".

There will be a time period of no less than four (4) days, between the posting of the Available Players List and the official start of the Draft, in order to give each owner a chance to make sure the list is mistake-free.

Once the draft has officially begun (the first scheduled pick* has been made), the Available Players List is set in stone and cannot be changed.
*Scheduled pick is defined as a pick made during an assigned timeslot.

The commissioner has the responsibility to verify all rosters before scheduling the league for the new season.
The commissioner has the responsibility to verify all keeper lists for accuracy before finalizing the available player list.  Any discrepancies should be brought to the attention of the affected owner immediately, so that proper action can be taken.
This could include missing players, forgotten Injured Reserve players, or incorrectly claimed players.

When posting an open team in the classifieds, it is the responsibility of the commissioner to verify the complete roster of that team.  This will include checking the roster from the current season, and checking the keeper list from the previous season.  This should prevent any players on IR from being overlooked.
