Why is it that if a team gets the ball with :04 left and timeouts, he can't get anything off better than a desperation halfcourt shot? 

You should get a decrease in your percentage... but not THAT bad if you have a timeout left... Esp if you have a full timeout to set up a play, have good passers and fast guys, etc. 2 seconds is enough for Tyus Edney to dribble the length of the court and get a shot off in a kinda impt game. 4 seconds should be enough to get a decent look. 

This needs to change as it costs people games. All the time.
