Rules:
Must not exceed $100M salary cap for any reason other than Rule V compensation at any time during the season. If owners do not win 125 games over two consecutive seasons, they are subject to being voted out by a majority of voting owners. Teams must maintain their minor league systems, particularly their pitching staffs, or be subject to being voted out by a majority of voting owners.
