Recruiting- Watch List Topic

I'm recruiting a player who wasn't on my initial Watch List. Even though I've recruited him,  offered a scholarship, and earned his consideration, he's still not appearing on the list.
I thought a recruit would automatically show up on the list if I made any effort at all. Is that incorrect?

That was it. I tried to make him high priority and I hit 'remove' instead
