I know these sounds like a super newb questions, but I just don't know the facts:

1. If I offer a recruit and he is only considering me and nobody else offers or puts in effort, will he definitely sign with me? Keep in mind, he is already considering me.

2. Also: If a recruit is deciding between two schools and you are leading or neck and neck, when will he decide? If he stays undecided for a few cycles, will either side have to put more effort in to get him to sign?

Yes.

Eventually he'll decide, on which cycle he will decide is up in the air in regards to how close the battle is.
