BIG IDEA ONE: The Wheel of Hoops History
The players in the WIS database will be divided into 4 Ages.
The First Age: All players who make their WIS debut before or during 1984-85 season.
The Second Age: All players debuting from 1985-86 to 1994-1995
The Third Age: All players debuting from 1995-96 to 2004-05.
The Fourth Age: All players debuting from 2005-06 and beyond.
These players will be introduced to the league through large drafts every 5 seasons. The rules for the draft order for these drafts will be explained in detail below. The idea is that basically the league can continue perpetually, every player from the first age will be retired by the time the first age comes back again (well, unless you take a guy that plays more than 20 years ha, I think only Kevin Willis and The Chief did this and they are both unavailable for drafting anyways).
However, it is important to note that NOT ALL PLAYERS WILL BE AVAILABLE through this drafting process!
This leads to..
BIG IDEA TWO: The 60 Hoops Heroes
The 60 players with the largest career WIS Salary are not bound to the Wheel of Hoops like all other players. They WILL NOT BE AVAILABLE VIA THE TRADITIONAL DRAFTING PROCESS. Instead they will be introduced to the league slowly over the years (at a rate of 3 per year). There are many rules regarding these players.. their introduction, their retirement.. etc. This is perhaps the most innovative part of this league. Check out the full rules below.
THE ACTUAL RULES:
I. BASICS
A. 50 million Cap
B. No Clones in the league
C. Players progress 1 season at a time as in a normal progressive.
D. IR is available for any players with missing seasons.
E. When a player reaches their last sim-season they retire until the Wheel turns back to their age again.
II. Initial Draft
A. Random Order determined by NY LOTTERY NUMBERS.
B. ABBABABAB
C. 9 rounds only
D. All players who debuted during or before 1984-1985 available with the exception of the 34 players from this era that are Heroes of the Horn.
E. Players may start their career in either their 1st, 2nd or 3rd available sim-season.
F. The final 3 players must be sub-million dollar players who have never been drafted in the league and who played before 1984-1985. These players cannot be kept and do not progress. They are just roster filler.
G. Skipping – no owner can be skipped twice in the initial draft.
H. No Trades During the Initial draft.
III. Regular Drafts (drafts after seasons 1,2,3,4,6,7,8,9,11,12,13,14,16,17,18,19,21,22,23,24.. etc)
A. No new players added to the draft pool.
B. Newly drafted players can start their careers in either their 1st, 2nd, or 3rd available simseason.
C. The worst 6 teams have the power to draft players (new and previously cut players) from ANY season chronologically after the season they have progressed to.
D. Players who were cut just prior to the draft may be drafted only in the season they have progressed to. These players progress in the free-agency pool until the end of their age. At that point they retire until their age comes up again.
E. Draft order is in reverse order of regular season finish with usual tiebreakers. There is no lottery for these drafts. The only exception to the draft order rule is that the league champion will draft last.
F. There will be as many rounds as required by the owner with the smallest roster. Recall, that only 9 players are required for a roster to be full (3 scrubs are undrafted)
IV. New Age Drafts and the Dawning of a New Age
A. Every 5 years a new age dawns and new players are added to the draft pool. I.E. after year 5 the players from the 2nd Age will be added. After year 10 the players from the 3rd age will be added. After year 15 the players from the 4th age will be added. After year 20 the players from the 1st Age will be added again.
B. Any players from the previous age that are not on a roster prior to the draft are retired until their age comes up again. Any players from the prior age now automatically retire whenever they are cut.
C. The draft order for these drafts will be determined based on performance over the prior 5 years according to the following formula 1* Season 1 W’s + 2* Season 2 W’s + 3* Season 3Ws + 4* Season 4Ws + 5*Season 5 W’s + 100*Number of Championships. Draft order will be in reverse order of this total. Normal season 5 tiebreakers will be used if necessary.
D. The 3 scrub players must be from the current age.
E. No owner may be skipped twice in a 5 year draft.
F. There will be as many rounds as required by the owner with the smallest roster.
G. No trading of New Age Draft Picks.
V. Heroes of Hoops
A. The Heroes of Hoops will be introduced 3 players at a time each season that the league continues.
B. Each hero will have a time slot in the NY Lottery assigned to him. Each year the 3 highest number sums will be added to the league. Tiebreakers will be done by comparing numbers left to right taking first larger number. The hero lottery will be held during the league finals.
C. Heroes will be awarded via a point system and an offseason auction. GOOD teams will have the advantage in getting these players, though ALL teams will get some of them. These Points are explained in VI.
D. Heroes are NOT TRADEABLE.
E. Heroes must remain on your roster for at least 1 season.
F. Heroes go back to the reservation when they are cut or retire and will be available to come back into the league.
G. There will be 60 heroes of hoops to begin with. These will be the only heroes through the first 20 years of the league. At that point I will add new heroes if necessary. Anyone with a career salary above the current floor of 81,413,866 will be added at that time. It looks like Elton Brand and Pau Gasol will probably be the next Heroes added. Though honestly if WIS is operating in 20 seasons I’ll be surprised lol.
VI. Points and Bidding
A. Points belong to teams – NOT OWNERS. They transfer to new owners joining the league and do not go with an owner if they switch teams. Owners with 2 teams cannot combine points. Points are not tradeable.
B. Each team earns points in the following ways
i. 5 points each season
ii. 1 point per round of the playoffs reached
iii. 1 point for winning the title
iv. Note this means every team will earn between 5 and 9 points each season.
C. Owners cannot have over 50 points at the start of a new season. So you may start a season with 50 points, earn 9 more and go into the offseason with 59 points. This is THE absolute max allowed. If you do not spend points that offseason you will be reduced back to 50.
D. There will be a 12 hour bidding window for each of the Heroes in the bidding pool. This window will run 8 am EST to 8 PM EST. Players just added that offseason will have a minimum bid of 25 points. All players have a minimum bid of 10 points. Players will be bid on in the following order. Newest players added before oldest players added. Higher career salary before lower career salary. This way you can see if you won a certain player and if you didn’t you can then bid on another player instead.
E. If two or more owners share the high bid on a Hero, the NY Lottery system will be used to break the tie. Each owner will be assigned a time in the NY Lottery. These times will be between 9pm and 10om EST. We will know the winner of the bid before the end of the bidding day. The higher sum wins the bid. Tiebreaker- first larger number in sequence.
F. The last is just a comment.. think after 10 years everyone will have earned enough to reach the point cap.. and 30 players will have been introduced.. So everyone should have at least one of these players on their roster at that point (unless they have retired one already). But the better teams may have already had 2! Or they may have had theirs longer.. you really want to try to win!
VII. Miscellaneous
A. Offseason trading is allowed. Picks can be traded 1 year in advance for regular season drafts. (Again, you cannot trade picks in the big 5 year drafts).
B. Cap Violations will be treated nastily. Every owner will be required to submit their roster each offseason and confirm that their salary is under the cap before the draft.
If you go over the cap and have to cut a player during the draft that player is sent back to next year’s draft pool and is frozen in time. Your team is penalized ANY and ALL HERO Points you earn in the upcoming season.
C. Point penalties will be assigned to teams that miss roster related offseason deadlines by more than 3 days. 1 point penalty for any missed deadline. I will give you at least 1 week’s notice all on relevant deadlines.
VIII. Season/Offseason-Timeline
1. New heroes called during league finals
2. Bidding Windows setup for all heroes within 2 days of the end of the finals.
3. All heroes are bid on 1 day at a time.
4. A keeper deadline will be set shortly after the end of the bidding period.
5. The draft will begin shortly after the keeper deadline.
