If you're going to found a league, show up every once in a while and update the owners who have put teams in only to see them sitting there for a week, while there supposedly is a waiting list for people to get in. If you don't have time to set up a league, don't try to set up a league. If something comes up as it's filling and you need to ask for help, ask for help. If people are confused by the rules, post the freaking rules and revise them until they are clear, instead of expecting people to sift through pages of forum Q&A and occasional sitemails answering questions about them. If you have people who want to get in and everyone is waiting, get those people in. If someone loses the spot because he didn't enter his team in the 2 weeks the league # has been out, tough.
