when is the word on the street first available and how often is it updated?

It updates on the 2am and 2pm cycles. It's usually about 2:40am and 2:10pm. It will be available for the first time after the first 2am cycle except in the case of a juco that had some carryover credit from last season. Those will have a message from the start of recruiting.
