...if they are on a team of all scholarship players that graduate six due to lack of PT?

If they've complained about playing time, and you don't heed them,  they can transfer.  It's not automatic but it's still possible. I think it's more likely in DI than DII or DIII.

yes they might. that 6 graduating thing is only for preventing EEs
