If a guy says that he most likely wont sign, can you throw enough money at him to make him sign?

Never offer them more money that they are asking for.  If they are willing to sign, they will come back with revised demands.  They ALWAYS sign if you meet their revised demands.

If he outright rejects the offer you can make the same offer again-- KEEP THE REJECTION EMAIL and use it to get back to the negotiations page, then offer the same amount again.  There is a small, but non-zero, chance that he will accept the offer.  Repeat until the season runs out.
