If I move a guy from a starting position to bullpen, and he's under 27, will it hurt his performance and ratings?

Nope.

If he doesn't pitch at all it might.

Although I've given some consideration to whether there is some strange factor of numbers that influences whether a guy is a better starter or reliever....

Haven't figured that out, though.

He has a patience of 64 and a temper of 29, so I was concerned he would get mad and view the move to the bullpen as a demotion, and his ratings would drop. He's a good pitcher, but I'm thinking about going to a 4 man rotation.

Patience, temper, and role (starter/reliever) will have no effect on performance.  As long as he gets regular work, he'll be fine.
