Pulldown/Dropdown question Topic

From my understanding, dropdowns are available first to A+ programs, then A, then A-.... etc.

My question is, if you invest X amount of scouting trips/scholarship offer but the recruit is still not pulled down, does that bump you up to another level? For example would a B+ be able to join the A+ group?

I don't think so.   I think it's an all or nothing.   You either pull him down OR wait until he drops to your prestige level.   Distance  also plays a factor.  Closer guys drop first.
