Should you get your rep and loyalty at top level before going from D3 to D2?  Or move as soon as possible?  Thanks.

It doesn't matter.  It's just personal preference. If you have better Loyalty and Reputation than another coach with the same record you will probably get the job if you both apply for the same spot.  Other than that if you qualify to move up it doesn't matter.
