All Starting pitchers must have a minimum of 25 starts
(1) Starter under .99 WHIP (Your Ace....)
(1) Starter 1.00-1.10 WHIP
(1) Starter 1.11-1.15 WHIP
(1) Starter 1.16-1.20 WHIP
(1) Starter 1.21-1.25
Closer under .99 WHIP
Rest of your bullpen must be between 1.10 and 1.25 WHIP (They can NEVER Start a Game)

you realize my 5th starter will be a mopup unless there is a start minimum

I'm in, but dcates brings up a good point. Would you have to start your 5th starter? I personally think yes, like, say, a minimum of 25 starts. That's actually quite realistic, as an ace usually starts more games than the 5th starter.
