Can NA collect unemployment?    Does the state maintain their roads?    Do NA have their own police/firefighter forces?

I'll admit it does seem odd that NA can vote, are US citizens, pay taxes, etc, but the law doesn't apply when it comes to casinos. Serious question - what else doesn't apply? I imagine if they ran their casino illegally, they'd be committing some sort of crime of the state of NC, no?
SCOTUS decision in the...70s(?)...states don't have jurisdiction over native american reservations.

This applies to taxes, gaming, etc.
So native Americans are "special" and can have different rights than other Americans, is that correct?

I thought you were all about equal rights; you know, everybody needs to be treated exactly the same?
Yeah. Like people in Guam or the Phillipines are special.

However, the federal government does maintain interstates that pass through reservations.  So the Federal things - interstates, unemployment benefits - apply, state and local government benefits do not.

What laws apply unequally?  I still don't even understand what you are claiming.  Non Native Americans CAN build casinos on reservations, and Native Americans CAN'T outside of reservations.  Again, it has nothing to do with racial heritage and everything to do with the local laws.  The rights of all people within a state are equal, the rights of all people within a reservation are not necessarily equal.  The local reservation government has the right to govern the reservation as they see fit; if that favors tribe members over non-tribe-members, the non-members are free to live somewhere else.  It is almost always the case that the local economy is better off the reservation than on it.
