What are the best & worse times to promote a prospect to help them get a ratings boost?

I think WIS claims it doesn't matter. The rating boost you seen when you promote would have happened the next rating bump cycle. Promoting does not create an extra cycle.

What about promoting a player at the end of a current season vs. waiting until the next off-season?

Promote towards better coaching. "Bumps" aren't extra growth but an earlier update.
