    I was wondering what the rating translate to....I have a C that never shoots so his distro is low, but he has a 21 in passing.  Because he won't get doubled will he still be able to make a normal pass in the Motion Offense without throwing it to the 3rd row?

That passing rating is fine for a C.  You'll see monsters down low with passing/ball handling ratings in the single digits.
