I'm a D-. I'm much closer.

Is this a hopeless battle, or can I win?

You totally could win, but it depends on a few things: How far is he away from you? How many schollies do you have? How many does the sim have?

Don't forget that all SIM teams recruit from a set distance of 200 miles, so your distance advantage may not be as significant as you think.

It would cost you, but you could certainly win.  Number of schollies for each school is the biggest piece of info missing.

He's closer, I have more schollies, but I've foolishly wasted money on some other players.

Whenever it says "very tight with" for a SIM school, you can safely assume it will cost you a good bit of recruiting money to have a shot at the player. The amount varies but it will be significant compared with it saying "has received attention from" or something similar with regard to the SIM school. 

So unless you have the resources to commit to that, forget it. In this case it sounds like you may not have those funds.
