What are the appropriate available and tried and true methods for determining the draft order for the initial, founding draft of players before any seasons have been played ? 

I gather that there is some site where a table of random numbers can be generated that can determine draft order, but how does one go about assigning the values for that set of random number to specific owners/teams?

www.random.org is the best site for anything random list. With their List Randomizer, you can type in the owners names into a custom random list, hit the randomize button and not have to think twice about it.

Another method I have used that works well and no one has complained about is to use the last 3 digits of their WIS user ranking and sort from lowest to highest. Since the user ranking changes every cycle and I've never understood how it is calculted, it's pretty random as well.
