I concur with the poster who suggested giving private worlds a freer hand in setting their own rules. Along these lines, what about allowing private worlds to experiment with a lower cap on scouting; especially international scouting.

It seems possible that this in concert with a minimum win requirement could go a long way towards addressing tanking.
