I have the first pick in my upcoming Rule 5 Draft and there is a stud pitcher I want to make sure I get, I set the target to 10 even weight across the board, no max cutoff, max salary I'll take, I'll draft the player correct?

Just manually rank him as #1, make sure your position target for "ANY" is set at 1 (or higher), make sure "Player Rank Cutoff" is set at 1 (or higher), and "Max Salary" is set at or higher than the player's salary.
