average D2 recruit vs. D3 with upside Topic

I am finally reaping what I have sown and for the first time am able to recruit players on my Division 3 team that scout out as Division 2 players.  (That is one of the many joys of this game to reach recruits that you used to be unable to reach.)  But I find myself in a big dilemma because I have to choose between an OL that scouts out at Division 2 but with only average upside, or another that scouts at Division 3 with upside as his middle name.  Which player will generally be better in the long run?

If he has a good WE and his cores aren't far off I'd go with the upside.
