If I promised a start to a juco player and dont start him this year will just his WE go down? Or will his skills go down too?

Just his WE. His ratings will move the same as any other player, based on how you allocate practice minutes. He may transfer after the season, and your reputation will be effected.

skills might drop from the WE drop and there is a good chance they will transfer (seemingly a much higher chance if you want him to stay and if you want him to leave he won't!)
