Colonels, I don't know how you get your interpretation of that "rule," but it certainly doesn't come from the text.  Because the text doesn't bear out your interpretation at all.

I was pretty efficient with my cash. Prior to CS intervening, I was trailing in each battle. That means the DIII school must have spent over $10K and the DII school over $14K. It’s possible for them to do that, but it’s too risky unless you have information on how much I have spent. I should have had about the same budget as the DIII school. A normal DIII coach would not have engaged in that battle. If I didn’t have that battle, I would have been able to win the DII battle. I had 5 available scholarships and a budget of $18,210. Sorry for the delay on a response. These situations require quite a bit of research on our end before we can determine what's going on and how to proceed. 

In this case, there are several issues. First, it appears you're correct and he was using his two teams as an advantage in recruiting. I've negated all of his recruiting efforts on the two players you mentioned, so they should sign with you. 

The second issue is that his two schools are too close together to satisfy our policy of 1000 miles apart. This kind of scenario is the reason we have that policy. We'll be requiring him to choose one of the schools to vacate, which will be done within the next day or two. We'll also be dinging his coaching reputation and giving him a strong warning about this type of behavior in the future.

Aside from the delay in posting the information, the original story held up and is honestly what's most important here. The other coach was cheating and has been punished for it.
