How is it possible that I'm being outbid for minor league FAs who only require their demand? As far as I can tell, I can't exceed that offer or add any bonus $.

You aren't being outbid, technically, but AI is giving the tie-breaker to another team, usually because of depth at the listed position.

A minor league contract with ST invite sometimes will do the trick -- unless other owners do the same thing.

Thanks! Also, will big leaguers sign for lower than their demands if there isn't another bidder?

No, but if they get no bids their demands will drop over time.
