Does the sim account for balancing usage when making substitutions?

For example, I am bringing one of Shaq's high usage 1/2 seasons off the bench, to round out usage totals for my second unit. Mutombo is starting, then shaq is second on the depth chart. Does this logic make sense and will the sim know to balance usage points out across all lineups?

In the playoffs, if you have a by-week, are your players health/fatigue improving over that round?

1) no, and it's very important that you draft a bench and set your rotations in such a way that you have accounted for this
2) yes, in fact winning your division and getting a bye round is a huge advantage as it allows you to stockpile extra minutes to be used later
