And the job is still available, so nobody was picked up over me. Why does this happen and can I eventually get the job this offseason?

If a school just turned SIM. Some times it will not pick a new coach till the fallowing season. Just keep your app in there for the next season.

I have had that happen once, usually another human is hired but it was one weird time... maybe submit a ticket and see what BS WIS can feed you
