you have a budget.  You can spend some or all or none.  There are rules on carryover - you cant unless you will all slots and if you do you carryover 25% of what remains

I assume you mean spending more than your allocated budget? In which case no. If you're running low on cash the best bang for your buck is promised starts/minutes, but make sure you can honor them. Don't forget to save money to offer scholarships, too.

there is nothing you can do with 4 dollars.  Your recruiting activity is done.  Only thing you can do at no cost is withdraw a scollie.
