Decade Draft/Auction League

Proposal - we use the DDL as a model and auction the top 144 players, by salary, will be listed in 1 hour slots (10am-10pm EDT) interested owners will bid on that player and high bid (@ :59) takes the player. The final 144 players will be drafted in the standard manner (2 picks/turn), this could be done after season stat's are released or with the auction draft. Draft positions for the 'standard' portion of the draft is by 'random draw'. Draft sequence ABB. Divisions are by 'random draw'. You have $100M in funny money to use for bidding in the auction draft. The 'Standard Draft' portion has no salary cap. This draft should take the same amount of time as a standard draft.

Player Pool - X9-X0 thru X8-X9 (1950,60,70,80,90's & 2000's)

Part 1 - Auction Draft (144 players)
Auction Salary - $100M 
Auction Draft  - The top 144 players, by salary, will be auctioned in 1 hour slots from 10am-10pm EDT. High bid @ :59 gets the player. In the event of a tie, the owners will summit a final bid by SM to the commish, high bid wins the player.
No owner may acquire more than 6 auction players.

Part 2  - Standard Draft (144 players)
Standard Draft - 4 rounds, rounds 1 & 2 - 1 pick/turn...rounds 3 & 4 - 2 picks/turn.
Standard Draft Seq - ABBA
Standard Draft Order - Random draw.
Standard Draft Salary - unlimited.

***Make-up Draft Round*** - Any teams not having a full roster after the 'Standard Draft' portion will be randomize and fill their roster in the order determined by the draw. This is 1 round, if you need three players you will take them with 1 turn. (aka..the dummy round).
Trades - Allowed.
Division Assignment - Random draw.
Salary Cap - Unlimited
No Clones
No Rookies
No Waiver Wire
No Crying
