is it by setting minutes in Pass Routes or ?

Just play them. The higher percentage of playing time the more a player's attributes increase.
And practice the pertinent attributes for that position.   Pass routes will help a bit but most coaches I know practice it little or none. Im in the little camp myself. But other things will build tech like blocking, tackling , kicking, punting, passing, and a few more I believe , depending on your player's position.
