New commish w/ new updated rules.  Very good core group of owners, just need more good ones to get things going.

Rules:

1. Maximum Salary Cap: $110M 
2. Maximum Prospect Cap: $30M 
3. Minimum Wins: 200 losses in 2 seasons is cause for review 
4. Minor Leagues: Avoid 0% pitchers 


Teams available, some solid and some rebuilds mixed
