Former St. Louis Franchise
Will have the #1 overall pick.
Former Chicago Franchise
Will have the #9 overall pick.
Former Boston Franchise
Will have the #22 overall pick.
Former Charlotte Franchise
Will have the #4 overall pick.
League rules are as follows:
League Rule 1 (passed during Season 17): Minor League Fatigue: Each team is required to have fresh pitching staffs at all times so as to limit the ABs and potential for injury for all league owners. If this is not done probation will result. If after 7 days it is still not fixed you will be asked to not return the following season unless you have shown that you took meaningful steps to rectify the situation. If an instance is noticed (bc it is possible an owner will not realize they are throwing 0's on a rare occasion) an owner will be given 4 days from notification to get their minor leagues healthy and fresh. A similar rule will apply to Major League Pitching: Each team is required to have fresh pitching staffs at all times so as to limit the ABs and potential for injury for all league owners. If this is not done probation will result. If after 48 hours it is still not fixed you will be asked to not return the following season unless you have shown that you took meaningful steps to rectify the situation or some extenuating circumstances exist.
Rule 2: Anti-Tanking Rule: The following are the win requirements by season starting this year are cumulative and rolling. This rule does not apply in season 1 for an owner taking over their team as a mid-season replacement, also any owner in their first full season in the league will receive an exemption from the rule if it is deemed that they have put forth a good faith effort to correct the problem team that they inherited.
Season 1: 55, Season 2: 120, Season 3: 185, Season 4: 255. If you fall below any of these thresholds you will be put on probation for one season. If, while on probation you once again fall below the win threshold you can be asked to leave the league. In extenuating circumstances and with cause I will consider an extra season on probation but this will be only in extreme circumstances. You can be removed from probation after 3 successive seasons above the win minimums.
Rule 3: Executive committee: 2 Long Standing Owners from each league (AL & NL) will be asked to join the commissioner in a rules and league oversight executive committee. They will be responsible, moving forward, for helping to maintain the integrity of the league. This can include and is not limited to rule passage (rules that they pass can be overturned by a 60% league vote and can be vetoed by the commissioner), helping with owner recruitment (if needed), determining rule violations and punishment for such violations
