Which player is more unlikely to sign - the Probably won't sign or Undecided status?

I think "Probably won't sign" guys are less likely to sign.

My experience is "undecided" guys are about 50/50.

I've had more like 75% on undecided guys. Maybe I've just been lucky - I am wondering what others have seen!
