Player improvement?? Topic

Just wondering how player improvement works? Say for example two players that have the same WE:
Player A plays 10% of the game
Player B plays 75% of the game
Does player B improve more or does it just take into account both played and that's it.

Assuming all things are equal (Work Ethic, Potential, etc) then the guy with more playing time will gain the most WE and improve the most.
