I'm a lone wolf in the Heartland.  I could just get out and go find a new job, or I could try to recruit some people to this conference.  Yeah, it's D3, so there may not be much incentive for you, but if you like winning and rebuilding quickly, come on by.

Of the teams, the easiest to take over and win immediately (or close to immediately) are probably these:
Hanover: 6 seniors graduate. Prestige is at a B-.
Westminster (PA): 3 seniors graduate. Prestige is at C.

Obviously, there are plenty others.  If you're looking for a fresh start, come hang out with this lone wolf.
