who drops down? Topic

Is there some sort of equation for who will drop down? I thought I was pretty good at anticipating who will drop ( or could be pulled) but this recruiting period in knight threw me for a loop. I have an a+ d3 team and a 439 pg wouldn't talk to me but a 507 center would. Both were freshmen, eligible, and more than 70 miles away.

Sorry, I now realize my question isn't really clear.   What  I want to discuss is what are the parameters for who is eligible to be pulled down or will drop down on their own.

I think some of the components in that decision are:

OVR rating
Distance 
Eligibility
School Prestige
Grade
Position

I was just wondering if there were others.

I wonder of the state that they live in plays a factor in drop downs. I haven't thought to pay attention.
