I see all these talks of drop downs from d2 to d3 or d1 to d2 but what about move ups? I did find a D3 player (i'm currently D2) with some solid pontential in all the right areas and a 70 WE. Is it worth pulling a D3 project to D2?

Normally not. Especially if you want to build a strong D2 program.

I don't think it is a bad idea. I have found some decent role players for my D2 teams on the d3 list.

I've got 2 jr. C's and have a good spot to bring on a player that will see no playing time for at least 2 seasons, I could even red shirt him and really push him project. The D3 player I spotted in literally 422 Rating with 70WE  and high potential in ATH DEF SHOTBLK LOWP REBO and even is high in BH and PASS... So he has hell of potential, it just depends on if I want to move up a D3

If you think he can help you, then go for it. In general you shouldn't be 'looking down' like that, but there are always exceptions. I would try to find out if he's high-high in some of those blues though.

One time in D2 I had a player scouted during the season with high potentials in nearly every category, but relatively low starting ratings.  After the season my prestige went up, and the player dropped to D3 in my searches.  There is absolutely a solid player or two out there that will be listed in D3.  Its worth at least a look.  If you have a bunch of states scouted, you are bound to find something.  Whether a player shows up in D2 or D3 searches relates to their overall rating, which is basically useless.

It is certainly possible that some recruits rated at D3 are good enough in specific areas to play on a D2 team, etc.

In fact, I always find some higher level D2 recruits that are better than some lower level D1 recruits, etc.

This is especially true when taking into account prestige.  There are always some lower division recruits with high prestige attributes who will grow to better players than some higher rated recruits.

This guy started as a 420 rated D3 recruit.   He is going to turn into a solid D2 post player.

His defense is a low for D2 but I am being very conservative with his growth.

sometimes when jucos and transfers are in short supply (seems to usually be the case) and you feel the need to even out classes or whatever, there are kids listed on the d3 screen who can be decent options for middling d2 teams.

I found this guy on the D2 list for my SMU team.   I don't know if he is really a BCS quality player but he's close!

He started at 495 OVR.
