(2) An owner signs up for a three-pack - one team in each league
Take 1901-1903 to begin with: Stack all eight N.L. teams in order by Wins for each year. By keeping one team from each of the three years in each pod, divide up the teams evenly as far as number of wins they had. I've already looked at and figured out the 1901-1903 N.L. The eight pods look like this (number of wins is in front of each team):

Before each league begins, do a random draw for PODS between the eight owners. Each POD will offer you one or two good chances of competing for a Division Title and one possible stinker. It would be interesting to see which owners could get their "stinkers" to over-perform and compete for a division.
