Are we allowed to pick as soon as the person right before us makes a LEGAL pick?  Or do we have to wait for our time?

I'm not sure I understand.

You are allowed to pick as long as everyone in front of you has made a legal pick OR it is your timeslot.

Let's say that the 230pm person makes his pick at 230pm (LOL).  Since he's made his legal pick, in some drafts, the 300pm person can go immediately, followed by the 330pm person, and so on... regardless of whether the 200pm person has made their pick.

That's not allowed here.  You can only pick ahead of your timeslot if there have been no skips.
